Issued 25th February 1992, the second of the design known as Regional Prestige Booklets. they contain 4  different panes of text and illustrations and labels attached to Stamps. Further information on Welsh history is printed on the interleaving pages.

The Special 4 x 39p issue stamp pane is one of a kind, it was printed by Harrisons in gravure, these were a reprint of  SG 1591 stamp previously issued as part of a set which on sale a month before in January 1992. The booklet cover and remainder of the panes are printed by The House of Questa in Litho.
